A clamp rail can now carry its own Clearance, the gap parts keep from
every clamp footprint, independent of part spacing. Unset, it keeps the
sheet's bottom edge spacing as before. Clamp blocks drawn under the
sheet can use close to zero so the laser only stays off them.
Plate.ClampClearance and NestPlateStock.ClampClearance resolve it once;
the engines, interactive fill/pack/push, the layout check, Expander walls
and automatic cut-off placement all read it. The interactive push now
holds clamps at their square clearance keep-out (the layout check's
shape) instead of the part spacing, so parts no longer tuck into its
corners; the clamped fill characterization digests are re-pinned after
checking the new layouts validate.
Persisted as an optional `clearance` on the .nest clamp rail and the
machine clamp settings; edited in Nest > Clamps and the machine's
Clamps tab.

Repo-wide sweep with the pinned CSharpier 1.3.0 tool. Whitespace and
line-wrapping only; OpenNest.Engine.Tests (109) and OpenNest.IO.Tests
pass after reformat, full solution builds 0 errors.
Added .csharpierignore so csproj/config XML keeps its existing layout
(CSharpier's XML wrapping churns attributes with zero benefit).
Formatting is now enforceable: dotnet csharpier check . passes.
Parts that already overlap the moving group are now excluded from the
obstacle list so they don't block the push direction.

- Add entity-based DirectionalDistance overload to SpatialQuery that
uses RayArcDistance/RayCircleDistance instead of tessellating arcs
and circles into line segments
- Add GetOffsetPartEntities, GetPerimeterEntities, GetPartEntities to
PartGeometry for non-tessellated entity extraction
- Update Compactor.Push to use native entities instead of tessellated
lines — 952 circles = 952 entities vs ~47,600 line segments
- Use bounding box containment check to skip cutout entities when no
obstacle is inside the moving part (perimeter-only for common case)
- Obstacles always use perimeter-only entities since cutout edges are
inside the solid and cannot block external parts

PushBoundingBox left exactly partSpacing between bounding boxes, but the
geometry push inflates offset lines by halfSpacing + chordTolerance per
side (totaling partSpacing + 2*chordTolerance). The 0.002 overlap caused
RayEdgeDistance to return MaxValue for negative t, making the nearest
obstacle invisible and allowing the part to push through it.
Subtract 2*ChordTolerance from the BB push distance so the gap is wide
enough for the offset geometry lines to remain non-overlapping.

Add Settle method that repeatedly pushes parts left then down until
total movement falls below a threshold. Replaces manual single-pass
push calls for more consistent gap closure.

Also fix missing using for FillHelpers in FillLinear and FillExtents,
and update callers (CompactorTests, PatternTileForm) for the new
Vector parameter.

Move fill algorithms to OpenNest.Engine.Fill namespace:
FillLinear, FillExtents, PairFiller, ShrinkFiller, Compactor,
RemnantFiller, RemnantFinder, FillScore, Pattern, PatternTiler,
PartBoundary, RotationAnalysis, AngleCandidateBuilder, and
AccumulatingProgress.
Move strategy layer to OpenNest.Engine.Strategies namespace:
IFillStrategy, FillContext, FillStrategyRegistry, FillHelpers,
and all built-in strategy implementations.
Add using directives to all consuming files across Engine, UI,
MCP, and Tests projects.
