dev-build.yml runs after Cross-platform tests pass on a master push,
packages that commit as X.Y.Z-dev.N (the minor after the newest vX.Y.Z
tag, N the commit count) and replaces the single rolling dev-build
pre-release. Only its publish job has release write access, and a run
whose commit is no longer master's head publishes nothing.
Tools > Options > Include development builds lets an installed copy take
that pre-release; everyone else still sees full releases only.
Publish-Windows.ps1 accepts -dev.N versions.

Publish-Windows.ps1 now packs the smoke-tested folder with the pinned vpk
CLI (.config/dotnet-tools.json, 1.2.0 to match the Velopack package) into
velopack/: Setup.exe, Portable.zip, the full nupkg, releases.win.json and
RELEASES, checked for the full package and the portable layout and hashed
into OpenNest.vX.Y.Z.velopack.sha256. The release workflow uploads them
with the candidate.
With no feed URL set, installed copies now check GitHub Releases (full
releases only) instead of skipping update checks; a URL in Options still
selects a self-hosted feed. Deploy-OpenNest.ps1 uses the pinned vpk.

Help > OpenNest Help (F1) and context F1 in Auto Nest and the CAD Converter open
the bundled opennest-help site in a single WebView2 window on its own UI thread.
Both packaging scripts install the opennest-help release pinned in
scripts/help.json, verified by SHA-256. The missing lead-in finding now says
the contour is missing lead-in geometry.

Rectangles and Irregular now ship inside OpenNest.Engine.dll, so the Windows
package no longer fetches, tests and bundles OpenNest-Engines at a pinned
commit. Removes scripts/external-engines.json and the Engines/ folder,
manifest and license from the package; build-info.json drops enginesCommit.
ReleaseSmoke now checks the packaged registry: every built-in engine must
instantiate from the packaged OpenNest.Engine.dll, the Opus55NestingEngine
name must resolve to Irregular, and an unknown name must be rejected. Linux
check against a published OpenNest.Engine: pass case exit 0; missing engine
DLL exit 1. Full Windows packaging still needs the Windows runner.
