chore(web): simplify overview header and ignore Python test cache

Drop the redundant eyebrow/heading/subtext from the Home overview
header, leaving just the action buttons since the page title already
conveys the same info. Also ignore tests/__pycache__ so local pytest
bytecode cache doesn't get tracked.
