AJ Isaacs c4d5cfd17b feat(engine): add PairsFillStrategy adapter ...

Wraps PairFiller in an IFillStrategy so the pairs phase participates
in the pluggable pipeline. Stores BestFitResults in SharedState for
downstream strategies (Extents) to reuse.
