docs: add shape library implementation plan
13-task TDD plan covering ShapeDefinition base class, 10 shape classes
(Rectangle, Circle, Ring, RightTriangle, IsoscelesTriangle, Trapezoid,
Octagon, L, T, RoundedRectangle), and MCP InputTools refactoring.
