Staged cut-offs were appended after every part, so a kept order (the
"Keep the current part order" option, or the fallback after a free
search runs out of budget) always conflicted with any cut-off crossing
a part. PlateSequencing.PlaceCutOffs moves each new cut-off to just
before the first part it crosses, separators last, without moving
anything else; the panel applies it after staging.
The free search also learned "cut the cut-off first" only after a full
stall, re-planning the many-holed parts before it. A cut-off is a fixed
program that never gets harder to cut earlier, so a crossing approach
into a non-separating cut-off now teaches that rule at once. On the
reported 35-part plate this drops the plan from 23,930 expansions (over
the 20,000 budget) to 15,605.

Drawings flagged CutFirst (e.g. test squares) are sequenced ahead of
every other part: they get their own route with the chosen method, then
the remaining parts follow. Cutoffs crossing a cut-first part still
precede it. The flag is editable in Edit Drawing, persists in .nest as
`cutFirst` (omitted when false) and is kept by split pieces.

Repo-wide sweep with the pinned CSharpier 1.3.0 tool. Whitespace and
line-wrapping only; OpenNest.Engine.Tests (109) and OpenNest.IO.Tests
pass after reformat, full solution builds 0 errors.
Added .csharpierignore so csproj/config XML keeps its existing layout
(CSharpier's XML wrapping churns attributes with zero benefit).
Formatting is now enforceable: dotnet csharpier check . passes.
Test drawings used CCW winding, causing OffsetSide.Left to produce
inward offsets. The BestFit pipeline then positioned pairs so actual
shapes overlapped, failing all 1232 candidates. Changed to CW winding
to match CNC convention where OffsetSide.Left = outward.
Also fixed EdgeStartSequencer test: centerPart at (25,55) was only 4.5
from the top edge (plate Y=60), closer than midPart at (10,10). Moved
to (25,25) for correct ordering.
