Repo-wide sweep with the pinned CSharpier 1.3.0 tool. Whitespace and
line-wrapping only; OpenNest.Engine.Tests (109) and OpenNest.IO.Tests
pass after reformat, full solution builds 0 errors.
Added .csharpierignore so csproj/config XML keeps its existing layout
(CSharpier's XML wrapping churns attributes with zero benefit).
Formatting is now enforceable: dotnet csharpier check . passes.
Drawings created by BomImportForm and MCP InputTools were missing color
assignments, causing them to render with default empty color instead of
the standard part color palette. Moved PartColors and GetNextColor() to
Drawing in Core so all consumers share one definition.

Avoids visual confusion with reserved UI colors (orange preview parts,
green/blue selection windows) by using a fixed 12-color palette that
skips those hue zones. Removes unused HSLColor and RandomColorGenerator.
