Classic sequencing honored Drawing.CutFirst, but the cutting planner built
its own order from the dependency graph and ignored it, so test coupons
interleaved with the rest of the plate. Each cut-first part is now a
prerequisite of every non-cutoff part, except a part nested in its cutout,
where containment wins so the graph stays acyclic. A kept order that cuts
a part before a coupon reports the cut-first conflict.
